When Storm Eunice hit in 2022, mobile networks across southern England collapsed. Landlines went dead. Broadband was gone. Millions of people could not check on their elderly parents, coordinate with family, or get emergency updates. This kit gives you a communication plan that does not depend on infrastructure that has already failed.

10 items, zero guesswork

Walkie-talkies (pair, 5km range)

PMR446 license-free two-way radios. Pre-set to emergency channels. One stays home, one goes with whoever leaves.

Emergency whistle x2

120dB pea-less whistle. Three blasts = international distress signal. Works when voices do not carry and batteries are dead.

Waterproof notepad + pencil

For leaving messages at home, at meeting points, or for neighbours. Pencil works wet, cold, and upside down.

Local area paper map

Ordnance Survey style laminated map with grid references. Mark your meeting points, routes, and nearest emergency services.

Battery-powered AM/FM radio

Compact FM radio with 40-hour battery life. Your only reliable information source when the internet dies.

Signal mirror

Heliograph mirror for visual signalling over distance. Effective up to 10 miles in daylight. Weighs nothing, works forever.

High-vis vest

If you need to move during an emergency, be visible. Reflective strips visible at 200m. Essential for roadside or night movement.

Permanent markers

For marking maps, leaving messages on doors, labelling supplies, or writing emergency contact info on forearms.

Emergency contact card template

Pre-printed decision tree: who goes where, what channel, what time to check in, where to meet. Fill in and distribute to family.

Laminated "What To Do" action card

Step-by-step guide covering radio etiquette, whistle signals, map reading basics, and offline message protocols.

Your step-by-step action plan

This laminated guide ships with every kit. Here's what it covers — practical steps, not theory.

1

When Networks Drop

Do not panic-dial. If mobile networks are congested, repeated calls make it worse for everyone.

Send a text instead of calling — SMS uses less bandwidth and queues when the network is overloaded.

Turn on the battery radio. Tune to BBC Radio 4 (93.5 FM) or your local BBC station for official updates.

Distribute the walkie-talkies: one stays at home base, one goes with anyone who needs to leave.

Set a check-in schedule: every 2 hours on the hour, 30-second radio check on Channel 8.

Fill out emergency contact cards for every family member. Put one in their wallet or coat pocket.

2

Reaching Family

If you cannot reach family by phone, do not drive across town in an emergency. Use the walkie-talkies if they are in range (up to 5km in built-up areas).

Leave a visible message at your home: use the permanent marker on the waterproof notepad and tape it inside your front window.

Standard message format: NAME / TIME / WHERE YOU ARE GOING / WHEN YOU WILL BE BACK.

Use the map to pre-agree meeting points: one within walking distance, one further out.

If you have elderly or vulnerable neighbours, do a doorstep check. Knock, confirm they are OK, leave your radio channel number.

3

Staying Informed

BBC local radio is your best source of official information during infrastructure failure.

Car radios work when home electronics do not. If you need information and nothing else works, sit in the car.

Listen for the Emergency Alert System tones on FM radio — these override normal programming for life-threatening situations.

Keep a written log of key information: times, instructions, phone numbers. Memory fails under stress.

Once comms are restored, send one message to your emergency contact confirming everyone is safe. Then stay off the network to reduce congestion.
